The federal Telephone Consumer Protection Act prohibits calling cell phone numbers using an automated telephone dialing system, which seems to imply that hand-dialing cell phone numbers is ok, as long as they aren’t on the federal or state Do-Not-Call list.  Not so fast: these five states do not allow telemarketing calls to cell phone numbers at all – even if you hand dial the number- unless you have the recipient’s prior express consent.
